What Is the Adult Family Living Program?
The Adult Family Living (AFL) Program is a Medicaid-funded program that compensates family caregivers who live with and provide daily care to a qualifying loved one.
If you are already performing the work of caregiving — assisting with bathing, dressing, meals, medication reminders, or transportation — you deserve to be recognized and compensated for that contribution.

Qualification Criteria
Member Eligibility
- 65 years of age or older
- Connecticut resident
- Enrolled in or eligible for CHCPE or the PCA Medicaid Waiver program
- Requires assistance with at least 1 Activity of Daily Living (ADL)
- At risk of nursing home placement without in-home support
Qualification Criteria
Caregiver Eligibility
- 18 years of age or older
- Family member or close friend of the person receiving care
- Lives in the same home as the member - either party may move in with the other
- Able to provide daily personal care and 24-hour supervision
- Passes a background check and home safety assessment
- Not the legal spouse of the person receiving care
